(人民网) 国务院近日决定，自今年７月１日起，启动城镇居民社会养老保险试点工作，明年基本实现“全覆盖”。届时，我国５０００多万城镇非从业居民，可自愿参加城镇居民养老保险，年满后领取含有政府补贴的养老金。

内容提要：本文通过对上杭县7个乡（镇）、14个村、297个老年人入住老年公寓意愿调查了解的情况，分析了近九成的老年人不愿意入住老年公寓的原因是：居家好、难接受、不习惯、住不起、舍不得。从而得出了“目前和以后可预见的较长时期，居家养老仍是上杭县老年人养老的主要方式，公寓式养老只能是居家养老的重要补充。”的调查结论，并就如何提高居家养老的保障和服务水平、加大对公办养老服务机构的投入、加强对民办养老服务机构的引导和监管、营造有利于老年人养老的良好社会环境提出了建议。 Continue reading
