近年来，随着社会人口老龄化程度的日趋加剧，使传统的家庭养老功能面临着严峻的挑战。谁来养老？怎样养老？如何建立完善 的社会化养老服务体系？这些问题已引起了各级党委、政府的高度重视。目前，国家大力提倡各地建立居家养老服务体系，各级政府把全面推进居家养老服务社会化 工作纳入到构建和谐社会的重要工作来抓，积极探索以居家养老为基础，以社区服务为依托，以社会福利机构为补充，以老年人需求为重点的居家养老新模式。Continue
