中国老龄科学研究中心主任   张恺悌 （2011年3月1日） 为了摸清全国失能老年人基本状况，提出失能老年人照料对策，2010年全国老龄办和中国老龄科学研究中心开展了全国失能老年人状况专题研究。伴随着我国人口老龄化、高龄化的不断深入发展，失能老年人规模不断扩大，根据调查预测，2010年末全国城乡部分失能和完全失能老年人约3300万，占总体老年人口的19.0％。
