城镇养老服务业的经济效应分析

来源: 民政论坛  时间:2010-11-19 14:46  辽宁省民政厅 徐铁南   内容摘要:人口老龄化是个社会问题,也是一个产业发展机遇。发展养老服务业不仅能有效解决“老龄化”问题,而且还能拉动就业、促进GDP增长。我们预计未来应对“白发浪潮”的养老服务业将成为蓬勃发展的朝阳产业。本文在简要分析了“老龄化”、“养老服务业”的概念、特点后,重点运用了马尔科夫模型、支出GDP核算法、指数平滑法、Leslie人口矩阵等模型测算出“十二五”期间辽宁城镇养老服务业发展将会对全省就业、GDP发展的影响。在此基础上,分析了日本、美国、英国养老服务业发展的经验和启示,形成了民政部门参与养老服务发展的对策。   关键词:养老服务业养老需求 就业贡献 经济拉动效应 一、老龄化的内涵、影响 人口老龄化是当今世界各国共同面临的重要社会问题之一。老龄化是指老年人口在总人口中的比重不断上升的过程。按照国际通行标准,人口老龄化是指一个国家和地区60岁以上老年人口所占比例超过10%(或65岁以上老人超过7%)即进入老龄化社会。日益严峻的老龄化形势对经济社会发展将产生重要影响:Continue
