打开农村养老模式新天地 —— 广西财政大力支持农村社会保障制度建设纪实

柳青 卢清建   中国财经报 “如果有一天我老无所依，请把我留在那时光里；如果有一天我悄然离去，请把我埋在这春天里……”在一段网上热播的农民工版《春天里》视频中，44岁的农民工王旭和他的伙伴用沧桑喊出了农民对未来生活保障的恐惧和期待。 “每看一次都为之动容。”广西壮族自治区政协副主席、财政厅厅长苏道俨说，广西农村人口众多、多民族聚居、经济欠发达，建立健全社会保障制度的难点在农村，只有实现了农村社会保障的全覆盖，才能实现社会保障制度的全覆盖。 据介绍，“十一五”期间，广西农村低保制度不断完善，基本实现了动态管理下的应保尽保，并建立了与经济发展和物价变动相协调的低保标准动态调整机制；陆地边境0―3公里范围内的逾30万农村居民将全部享有每人每月65元的最低生活保障补助；33万农村五保对象得到依法供养，建成五保村（村级养老服务机构）7000个。2009年，新型农村社会养老保险试点在广西正式启动，过去遥不可及的农村养老模式正在因为这些政策的频频出台而变得触手可及，农民养老渐渐进入社会保障新时代。（Continue）
