At the age of five, Fortier moved to Waterville and remained there until he retired in 1982 on the Belgrade Lakes. While in Waterville, he lived at 4 Oakdale Street and received his education from Waterville public schools. For most of his life Fortier was self-employed as he worked in bakery sales and food distribution. During his self-employment years, Fortier served as councilman from Ward 6 at the age 25 and Alderman the following year in the Bicameral Government.\u00a0 In 1961 he became employed by State Farm Insurance Company as a local agent. Fortier was also elected to the Planning Board, the Board of Assessment Review, the Kennebec Water District, and Pine Grove Cemetery Trustees. From 1964 to 1970 he was elected to the 102nd, 103rd, and 104th Legislatures.
