By picturing corruption as an overweight baby, the author may be implying that those who are corrupt have access to more resources than others, are fed by and depend on others, consume more than their fair share, and is the future of Pakistan. The arm doing the feeding comes in from above, perhaps implying that anti-polio campaigns come from higher sources of power, resources, and wealth.
