How did it start? Why is it important? <\/span><!--more--><\/p>\n<p><span style=\"font-weight: 400\">Head State is a locally operated, federally-funded program that provides early childhood education to low-income children before they enter the k-12 school system. Local non-profits such as Urban League run the day-to-day operations of the program. Under this non-profit, the Head Start program at <a href=\"https:\/\/www.nytimes.com\/2019\/02\/04\/us\/politics\/head-start-preschool.html?rref=collection%2Ftimestopic%2FEducation%20and%20Schools\">Jacksonville, Florida<\/a>\u00a0<\/span><span style=\"font-weight: 400\">was left to ruin with an unsafe environment, abusive teachers, and low test scores. At this time, the school test score were in the lowest 10 percent in the nation. Today, it now has scores that approach the national average. What caused this drastic change in student achievement? Revitalizing their Head Start program. The federal government stepped in to replace Urban League with Lutheran Services Florida to provide higher quality teachers, safer classrooms, and rising test scores. With this change in leadership, Florida\u2019s test scores are approaching the national average.<\/span><\/p>\n<p><span style=\"font-weight: 400\">This is only one story that represents the overall improvement of the Head Start program in recent years. When <a href=\"https:\/\/www.newamerica.org\/education-policy\/edcentral\/head-start-50\/\">Head Start<\/a><\/span><span style=\"font-weight: 400\">\u00a0was first created in 1965, it was \u201can <\/span><span style=\"font-weight: 400\">eight-week long summer program that aimed to prepare low-income children for kindergarten in the fall, provide them with medical and dental services, and help parents improve their home environment.\u201d Policymakers saw the great strives that needed to be made to provide adequate resources to needy students, and they began gathering federal funding for these programs. <\/span><span style=\"font-weight: 400\">It is widely known that students who attend quality pre-k programs lead to higher test schools once those students attend school. <a href=\"https:\/\/research.upjohn.org\/cgi\/viewcontent.cgi?referer=&amp;httpsredir=1&amp;article=1279&amp;context=up_workingpapers\">Researchers<\/a><\/span><span style=\"font-weight: 400\">\u00a0have found that with the higher projected income and diminished likelihood of incarceration of students who attend a quality pre-k program, every dollar invested in quality preschool could <\/span><span style=\"font-weight: 400\">generate a two-dollar return<\/span><span style=\"font-weight: 400\">. <\/span><span style=\"font-weight: 400\">Today more than <a href=\"https:\/\/www.newamerica.org\/education-policy\/edcentral\/head-start-50\/\">$7.8 billion<\/a><\/span><span style=\"font-weight: 400\">\u00a0is allocated to Head Start and the program<\/span><span style=\"font-weight: 400\"> serves <\/span><a href=\"http:\/\/eclkc.ohs.acf.hhs.gov\/hslc\/data\/factsheets\/2014-hs-program-factsheet.html\"><span style=\"font-weight: 400\">927,275 children<\/span><\/a><span style=\"font-weight: 400\"> nationwide.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Amazingly, Head State has generally held bipartisan support. Under the<a href=\"https:\/\/www.nytimes.com\/2019\/02\/04\/us\/politics\/head-start-preschool.html?rref=collection%2Ftimestopic%2FEducation%20and%20Schools\"> Trump administration<\/a><\/span><span style=\"font-weight: 400\">, Head Start\u2019s budget<\/span><span style=\"font-weight: 400\"> has increased by $900 million. There was contention between the two major political parties when studies emerged in the early 2000\u2019s that suggested that the impacts of Head Start were short term, but they came to the bipartisan<a href=\"https:\/\/www.nytimes.com\/2019\/02\/04\/us\/politics\/head-start-preschool.html?rref=collection%2Ftimestopic%2FEducation%20and%20Schools\"> solution<\/a><\/span><span style=\"font-weight: 400\">\u00a0of requiring \u201cperiodic audits of classroom quality, with groups in the lowest 10 percent forced to compete to keep their grants.\u201d In the first four years of this new implementation, about 120 of those programs lost all or part of their grant. Many places, like the earlier example of Jacksonville, Florida, have noted the risk and made the proper adjustment to increase test scores to prevent the loss of funding. While some question the morality of a program that helps children in poverty losing their funding over <\/span><span style=\"font-weight: 400\">a single violation of unrelated regulations, the public can agree that our children deserve safe, healthy learning environments to set them up for the best future possible.<\/span><\/p>\n<div id=\"attachment_563\" style=\"width: 735px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-563\" class=\"wp-image-563\" src=\"http:\/\/web.colby.edu\/achievementgap\/files\/2019\/04\/head-start-50_image.width-800-300x163.png\" alt=\"\" width=\"725\" height=\"394\" srcset=\"https:\/\/web.colby.edu\/achievementgap\/files\/2019\/04\/head-start-50_image.width-800-300x163.png 300w, https:\/\/web.colby.edu\/achievementgap\/files\/2019\/04\/head-start-50_image.width-800-676x368.png 676w, https:\/\/web.colby.edu\/achievementgap\/files\/2019\/04\/head-start-50_image.width-800.png 715w\" sizes=\"(max-width: 725px) 100vw, 725px\" \/><p id=\"caption-attachment-563\" class=\"wp-caption-text\">Since its creation, the Head Start program has served thousands of children in poverty.
