Plan Colombia

I am currently conducting research on the creation of Plan Colombia, a multi-billion dollar US aid package first passed in 2000. My fieldwork includes research in Miami, Washington, Bogota and Putumayo, Colombia.

Accounting for Absence describes Washington debates — and the lack of debate — over Colombian paramilitaries.

My November 2011 article in the Political and Legal Anthropology Review, Human Rights and Military Aid Delivery, discusses the creation and impact of the Leahy Law, which prohibits U.S. (first counternarcotics, now all) military aid from going to foreign military units facing credible allegations of human rights abuses.
